Recently completed heritage studies

The two heritage studies

Two heritage studies have recently been completed for Council by Heritage Consultants Context Pty Ltd. The two studies are: ‘The North of Bell Street Heritage Study’ and ‘The Gallipoli Parade Heritage Precinct and Beaufort Houses Review of Heritage Significance.’ Undertaking heritage studies is part of Councils commitment to conserve and enhance buildings, places, archaeological sites and landscapes that contribute to Moreland’s rich cultural heritage.

North of Bell Street Heritage Study

The North of Bell Street Heritage Study’ identifies a total of 12 Precincts (417 dwellings) and 39 individual places of local heritage significance.

The study recommends these places  be included in the Heritage Overlay to the Moreland Planning Scheme. The Precincts identified in the Study range in age and demonstrate the various phases of the development of the northern parts of Moreland - from the older precincts in Coburg that date from as early as 1888, through to the more recent heritage precincts within Fawkner which date from the late 1960’s. The 39 Individual Places identified in the Study include reserves, schools, dwellings (some of which had previous uses such as a hall or police station), a factory, halls, churches, a former SEC substation, baby health centres, a railway culvert, bank and a pool.

The Gallipoli Parade Heritage Precinct

‘The Gallipoli Parade Heritage Precinct and Beaufort Houses Review of Heritage Significance’ investigated the existing Moreland Planning Scheme Heritage Overlay 80 and its surrounding area. The Review recommends that the remaining significant Beaufort Houses be included in a new Beaufort Houses specific schedule to the Heritage Overlay of the Moreland Planning Scheme, and that the Precinct Citation for the existing HO80 be updated.

Council Resolution

Council considered a Report regarding the two Heritage Studies at the 8 June 2011 Council Meeting. Council resolved to adopt the North of Bell Street Heritage Study and the Gallipoli Parade Heritage Precinct and Beaufort Houses Review and commence a Planning Scheme amendment to introduce a Heritage Overlay to most places identified in the Studies.

In accordance with this Council Resolution, a request for Authorisation to prepare a Planning Scheme amendment was sent to the Minister for Planning on the 15 August 2011.
